Course Description

This course covers the Code of Conduct governing all employees and affiliated personnel at Ho Teaching Hospital. It addresses the legal mandate under Act 525 (1996), the definition of misconduct (acts of commission or omission that bring the Hospital into disrepute), the classification of offences into minor (petty, cannot cause dismissal) and major (serious, can cause dismissal), examples of each, and the application of sanctions. The Code applies to all staff, contract workers, house officers, interns, and national service personnel. The ultimate purpose is not punishment but ensuring orderly behaviour, with penalties as a last resort.

Course Outcomes

  1. State the threefold legal mandate of Ho Teaching Hospital under Act 525, 1996:

    • Provide advanced clinical tertiary health services.

    • Serve as training ground for medical and health professionals.

    • Undertake research to improve health conditions.

  2. Define misconduct as an act of commission or omission that causes or is likely to bring the Hospital into disrepute.

  3. Differentiate between minor offences (petty, cannot cause dismissal) and major offences (serious, can cause dismissal).

  4. List examples of minor offences (e.g., lateness, improper dress code, discourteous behaviour).

  5. List examples of major offences (e.g., fraud, theft, assault, sexual harassment, negligence causing patient harm, falsification of documents).

  6. Explain the application of sanctions: selective, combination, and as a last resort.

  7. State the purpose of the Code: to ensure orderly behaviour, not to punish.

  8. Describe the responsibility of managers/supervisors: to coach and mentor subordinates, not to terrify them with penalties.
